Unfairness Metric

Measures how unfair a Scheduling Policy is between two equal-length jobs. Defined as:

$U=\frac{T\_1}{T\_2}$

Where $T\_1$ and $T\_2$ are the Completion Time of the two jobs ($T\_1\le T\_2$). A perfectly fair scheduler has $U=1$.
